The project awarded to Simcox Construction was divided into four packages plus the Waitohi Reserve Package. Pre-planning the project as several staged packages ensured continuity of service for key stakeholders: KiwiRail Operations, Waka Kotahi NZTA, Marlborough Roads, Marlborough District Council (MDC), Port Marlborough New Zealand (PMNZ), Bluebridge, Interislander, and WSPJ. Consideration was also given to limiting economic and social disruption to local businesses, the Picton community, and tourism.
The project’s scope across all four packages comprised Early Contractor Involvement (ECI). This provided the foundations for the design and packaging breakdown.
Key benefits included:
- KiwiRail was able to obtain the necessary design, documentation, and agreements to mitigate delays.
- Simcox expedited the ECI process, providing added value for money to KiwiRail. We charged for actual hours spent, rather than the quoted price, saving KiwiRail Allowed Simcox to mobilise the works with a fast-tracked program and methodology, resulting in improved value for KiwiRail.
- Established a shared risk register for the works that was available to key stakeholders, providing transparency to maximise opportunities and minimize risks.
- Addressed unusual site conditions within the packages, highlighting varied constraints that needed addressing.
These included working around:
• An operational port, rail yard, and rail corridor.
• Business activity and public spaces.
Due to the site’s location in an active rail corridor, additional protocols were required. Having worked with KiwiRail previously, Simcox understood the importance of maintaining an open risk and opportunities register. This risk register was available to all key stakeholders, providing transparency, maximising opportunities, and minimising risks.
